Plot:
With the disbanding of the Outsiders Batgirl makes her own plans to fill in for Batman's absence. Recruiting heroes and anti-heroes alike she plans on creating a network of agents whose combined abilities will more then equall Batman's. However, after discovering her plan, Nightwing seems to have something to say about it.
